MAC’s Anoka County-Blaine (AC/B) MINOR Airport History and Facts:

•        Metropolitan Airports Commission (MAC) has two large airports, its Major airport MSP - 3,100 acres and its Intermediate airport Downtown St. Paul/Holman Field – 540 acres.

•        Minor airport ANOKA COUNTY-BLAINE (AC/B) - 1,900 acres.  

•        In comparison, the size of other airports:  New York’s LaGuardia – 680 Acres; Boston’s Logan Field – 2,384 acres; Midway in Chicago – 320 acres.

•        AC/B airport was built in late 40’s, early 50’s as (and used as) a small, minor airport..

•        In 1978, Metropolitan Council (Met Council) Aviation Development Guide said minor airport runway lengths were limited to 2,500 to 4,000 feet.  Intermediate airports runways
from 4,000 to 8,000 feet.

•        In May  2000 a new law (MS473.641, Subd.4) was passed.  It stated: “
…construction of air facilities to expand or upgrade the use of an existing metropolitan airport from minor
use to intermediate use status   without approval in a law. For the purposes of this section, a minor use airport is defined as an airport with a runway or runways of length no longer
than 5,000 feet".

•        In June 2007 AC/B airport’s E/W runway was extended from 4,000 feet to 5,000 feet w/an Instrument Landing System (ILS) installed.  AC/B’s N/S runway remained at 4,855 feet
long.

•        In 2008 Key Air/Key Aviation and Anoka County entered into a public/private partnership and on September 1, 2008 Key Air, a charter business, opened for operation.

•        Key  Air also has facilities in Connecticut (5,800-foot runway); and Florida (6,500-foot runway)

•        On November 18, 2008 Anoka County’s Airport Subcommittee wanted to pass a Resolution asking for 6,000-foot runways at AC/B airport and change the law to accomplish
this.  The Anoka County Commissioners dropped the idea upon hearing objections from residents.

•        In January 2009 Key Air Aviation hired a lobbyist at MN’s State Legislature.

•        Currently MAC is upgrading the Long Term Comprehensive Plan (LTCP) for AC/B airport; this plan determines runway lengths.

•        Currently the Metropolitan Council (Met Council) is gathering information for its Transportation Aviation Plan; a consultant has suggested Minor I (limit runways to 4,500 feet
long) and Minor II (limiting runways to 6,000 feet). Now, Intermediate airports runways 5,001 to 8,000 feet long.

•        AC/B airport operations have gone from 156,000 in 2000 to 69,400 in 2008 due to expense of fuel and the overall economic situation.

•        Proponents of longer runways at minor airports cite “safety” as their main concern.  MAC says 6,000 feet is safer for larger aircraft even in wet conditions; 5,000 feet OK in dry
conditions.

•        Argument for safety was raised and granted in 2000 by changing minor airports from 4,000-foot runways to 5,000 feet.  MINOR airport AC/B is SAFE for aircraft designated for
MINOR airport use.  Holman Field (St. Paul) and MSP are 15 miles away by air for the largest of aircraft.

•        At AC/B, a 6,000-foot runway may need to be completely rebuilt for extra length and strength.

•        What type of business will 6,000-foot runway attract?  Eden Prairie’s Flying Cloud has more FOB’s (Fixed-Based Operators).”…where your CEO’s and executives live.”

Health, Safety and Welfare considerations for the residents surrounding AC/B airport:  The larger the airport, the more air traffic and the more safety considerations/expense
involved.

•        AC/B airport historically surrounded by residential housing plus recreational on north side.  

•        City planners, Met Council and MAC all allowed/approved residential build-out around AC/B airport.  Everyone always knew AC/B was a MAC minor airport.

•        Noise abatement measures need to be installed – cost should be allocated to all of the entities that allowed the housing build-out around the AC/B airport.

•        Soccer Fields and Sports Center on AC/B’s north side need to be protected from aircraft accidents.

•        Wildlife (birds, deer, etc.) on or near AC/B airport present a real danger for aircraft.  .  .

•        Key Air/Aviation has above ground fuel tanks on AC/B property near their buildings.

•        Unfair promises made in middle-1990’s to direct traffic away from MSP to MAC’s minor reliever airports WITHOUT input from residents living around MAC’s minor reliever
airports.  Doing this jeopardized citizen’s right to health, safety and welfare.

CONCLUSION:

The THREAT of increasing AC/B airport runways to 6,000 feet in length is real.  Anoka County wanted to pass a Resolution to increase AC/B’s airport runways from 5,000 feet to 6,000
feet; Met Council is studying minor airport definitions and will update its Transportation/Aviation plan; the MAC is updating its LTCP (Plan) and Key Air/Aviation has hired a lobbyist to
work for them at the State Legislature.
